Capitol Partners Public Affairs Group, Inc. is a long-established public affairs and government relations firm whose team has over 100 years of experience in legislative representation, public affairs, and government relations. The mission of Capitol Partners is to give our clients the best possible service by assisting them in achieving their goals and representing their interests in a professional and positive manner. With integrity and the highest ethical standards, we help secure favorable outcomes for our clients in the legislative and regulatory arenas, as well as state and local government procurement. We have a proven track record representing a wide variety of clients with a wide span of interests, from the concerns of big business to the practice of law.

The Capitol Partners Public Affairs Group is Rusty Sewell, Tom Boller, and Wanda Segars. Associated with the firm are Hunter Towns and Mark Middleton who have particular expertise and are available to work with Capitol Partners' clients on specific projects.

Rusty Sewell has extensive experience in Georgia government as executive counsel during Governor Joe Frank Harris’ two gubernatorial terms, as well as his work at the Judicial Council of Georgia, Office of Attorney General, and Georgia General Assembly’s Legislative Counsel. Rusty previously practiced law at Long, Aldridge & Norman (currently McKenna Long Aldridge). He earned his undergraduate degree at Georgia Tech and has a law degree from the University of Georgia.

Tom Boller, prior to founding Capitol Partner's predecessor firm in 1986, has many years of experience working in legislative affairs departments at National Bank of Georgia and Georgia Power Company. He has successfully represented numerous clients, from independent associations to regulated utilities. Tom has an undergraduate degree from DePauw University and a graduate degree in political science from the University of Missouri.

Wanda Segars is a partner and acts as the firm’s business manager. She began working with Tom Boller in the legislative affairs department at Georgia Power and has worked with this firm since its inception. Wanda is a summa cum laude graduate from Georgia State University with a degree in marketing.

Hunter Towns served as deputy director of legislative affairs for Governor Sonny Perdue and has wide-ranging experience as the governor’s liaison to members of the General Assembly and as Governor Perdue’s advisor on legislative, policy, and political issues. He also served as government relations’ manager at the Atlanta law office of Womble Carlyle Sandridge and Rice. Hunter has a Communications degree from the University of Georgia.

Mark Middleton, an administrative law expert, was a hearing officer at the Georgia Public Service Commission and chief of staff at the Department of Education. As former director of research and development for the Georgia Republican Party, he has extensive knowledge of and relationships with the Republican Party and its members. He has represented numerous clients before the Georgia Department of Insurance, Georgia Public Service Commission, and other executive agencies. Mark has an undergraduate degree in finance and a law degree, both from the University of Georgia.
